The Census Organization invites bonafide booksellers and distributors to acquire agency for the sale of Census and other publications by submitting an application on the prescribed form available on demand.

The agents, as and when appointed, are entitled to get a commission of 20% in the capacity of restricted agents, on the printed sale price. A restricted agent may become a regular agent after two year of satisfactory services, and are eligible for 25% discount.

Trade Terms and Conditions of Agency
Terms of Restricted Agency:
  1. The Agents will sell Census and other publications (including Books, Data CDs, etc.) of the value not less than Rs. 6,000/-each year.
  2. . The Agents will receive a trade discount of 20% on the sale of all Census and other Publications on duly complying the terms and conditions thereof. However, the rate of commission will automatically be reduced to 15% if the sale of the Publications by the agent falls short of Rs. 6,000/-each year.
  3. The Agents will have to draw the books on demand from the Office of the Directorates of Census Offices located in states/union territories and Office of the Registrar General, New Delhi after depositing the value of the books in cash in advance or by having a deposit account opened in their name with a minimum amount of Rs. 1000/- by adjustment.
  4. The agent shall not sell or allow to be sold Publications etc., at a price other than published by the Controller of Publications.
  5. The agents shall not be entitled to recover any extra charges over and above the published price of Govt. publications and periodicals sold by them. This does not apply to the postal freight charges etc., which the agents may charge for sending the publications to the Indentors.
  6. Defective/damaged copies of publications or periodicals will be accepted back if the defects/damages are pointed out and the publications returned to the department within 10 days of the receipt of the Publications.
  7. During the period of this agreement, the unsold copies in good condition will be accepted back in the Department if the same are returned within a period of six weeks from the date of receipt of the publications.
  8. In case of satisfactory performance by the Restrict Agent during the entire period of two years, the Census Organization shall have the option to appoint him as an agent on regular basis, provided he executes a formal agreement in favour of the President of India in the prescribed form. 9. Booksellers, who are already empanelled as Regular Agents with Controller of Publications, Government of India, are entitled to be appointed as Regular Agents on application.
