A. Whether Siamese twins will be considered as disabled?

A. Whether Siamese twins will be considered as disabled?
Siamese twins or persons with one body and two heads will be treated as disabled in movement. In case, they also suffer from any other disability, they will be considered having multiple disability and appropriate codes will be recorded.

B. What about the drug addicts, will they also be treated as mentally disabled?
Drug addicts as such will not be treated as Mentally disabled unless they show sign of being mentally unstable. Respondent would know the best.
C. Why one eyed persons have not been treated as disabled In Seeing?
Only 30% vision is blocked if one eye is lost. This does not qualify a person to be considered as disabled In Seeing

D. Deaf & Dumb should be one category?
Generally it is believed that deaf persons also can not speak. However, people acquire hearing disability on account of accidents and /or old age. Therefore, Disability In Speech and Disability In hearing have been categorized as separate disabilities for the census purpose. If one person is both deaf and dumb, she/ he will be considered to be having multiple disability and code 8 will be recorded in Q 9(b). Care may be taken to record appropriate codes in Q. 9(c) for persons with multiple disabilities.

E.What about the diseases like Alzhemer , Dementia, Thelesimea under are these disabilities and if yea where should they be recorded?
The first two would be considered under Mental Illness.
