How to give EB number for an area left out
during Houselisting Operations (HLO)? |
|
There can be two situations where an area is left out. The solution for each
of these two situations is described below.
a. The left out area falls inside the boundaries of an existing Houselisting Block: In such case, the question of providing any new
number does not arise. If the size of the area is big and the expected
workload of an enumerator seems to be large due to inclusion of this
area and the households residing in the area, the existing HLB may
be accordingly sub-divided and sub-block numbers may be given for
each of these areas. For example, suppose an entire village has been
considered as one HLB and the population of the village during the
HLO has been found as 750. However, it has subsequently been
found that an area with a population of 200 within the village has been
left out during the HLO. In that case, two sub-blocks may be formed
keeping the instructions of Circular 21 in mind such that the expected
workload of each area during population enumeration remains more
or less similar.
b. The left out area does not fall inside the boundaries of any
House-listing Block: This is a rare case. However, if found, a new
EB number is to be allotted such that the number is in continuation of
the highest HLB number given inside the Charge. For example, an
entire village has been left out during the House-listing operations.
There were 245 HLBs in that Charge during the HLO. Now, the EB
number of this left out village will be 246, 247, etc. depending on the
population of the village. Care should be taken to show the newly
created EB No.s 246, 247, etc. properly in the Charge Map, Charge
register, both the Supervisory Booklets and Supervisory Circle Maps. |

C. Whether AHL will be prepared for areas
left out? |
|
Yes. The method of preparing the AHL will be somewhat different in the
two cases mentioned above. These are described below:
a. The left out area falls inside the boundaries of an existing Houselisting Block: In this case, the AHL will contain Section 2 for the
areas covered during the HLO. The left out buildings, census houses
and households residing in these houses will be updated during the
Population Enumeration and will appear in Section 3 of the AHL.
b. The left out area does not fall inside the boundaries of any
House-listing Block: In this case, Section 2 of the AHL will not have
entries. However, it will have Section 1 and the enumerator will fill-in
Sections 3 to 6 during Population Enumeration. Section 3 for this EB
will contain all the buildings, census houses and households residing
in these houses. Section 4, like the other areas, will contain the
houseless households |

D. What if some big buildings are left out in an
existing HLB/EB? |
|
| As explained above, no fresh EB number is necessary for this. If the
missed buildings are very big, make sub-blocks of appropriate size so that
the buildings can be covered during PE without overloading the
enumerator. |

E.
Should we re-number all the houses if we
find that house numbers during HLO did
not start from North-West corner? |
|
| No. Please read Para 4.53 (ii) which states that you should ensure that the
same house numbers that are shown in the Abridged Houselist should be
used for updating as well as for showing on the fresh layout map. Here the
layout map drawn afresh during the PE should show the House numbers at places where they actually belong. If the census house number written
during the HLO is not visible during the PE, the numbers should be rewritten as instructed in paragraph 4.49 of the instruction manual. |

How to fill-up Houselisting Block Number
and Household number in the Household

household number in the AHL? |

Note that Household number and Serial number of household are two
different entries available in two different columns of the AHL. Household
number is available only in Section 2 of the AHL while serial number of
household is available in Sections 2, 3 and 4 of the AHL.
Only Serial number of household is to be filled for the households listed in
Sections 3 and 4 of AHL

G. If someone insists to write religion as ‘Islam’ whether to give code 2 and write
‘Islam’ or we write Muslim’? |

Code for both Islam and Muslim will be 2. |

According to paragraph 6.84, Question 13 (Status of attendance in
educational institution) is applicable to all the persons, literate or illiterate.
An anganwadi centre usually caters to children of age 5 years or less. If it
also teaches the children, it can be considered as Other institution and
code 7 may be recorder.

L. If a
person is singing on the roadside and
people give money on their own, will

Persons who earn their livelihood by performing at public places will be
considered as workers even if people give them money on their own
volitio

cultivator ? |

No, ownership of land is not necessary for consideration as a cultivator. An
agriculture labourer has no risk in the cultivation, but merely works on
another person’s land for wages. An agricultural labourer has no right of
lease or contract on the land on which she/he works. Please see
paragraph 6.127 of the instruction manual in this regard

No, the definition of precincts is to be strictly maintained in all cases. The
