The EB boundary will be as per the boundary written in the revised
Charge Register prepared for the PE. AHL does not give any
boundary of the EB. It provides a list of buildings, census houses
and households found within that area during HLO and which must
be updated so that all households, residing in building or the
houseless within that area and eligible to be enumerated are
actually covered during the PE.
Please note that the boundaries will be available in the SupervisorBooklet
(part of the Charge Register for Population Enumeration), a
copy of which should be provided to the Census Supervisor and the
Supervisor should personally visit the field to clearly show the
boundary to the enumerators.

There can be two situations where an area is left out. The solution
for each of these two situations is described below.
a. The left out area falls inside the boundaries of an existing
House-listing Block: In such case, the question of providing
any new number does not arise. If the size of the area is big
and the expected workload of an enumerator seems to be
large due to inclusion of this area and the households residing
in the area, the existing HLB may be accordingly sub-divided
and sub-block numbers may be given for each of these areas.
For example, suppose an entire village has been considered
as one HLB and the population of the village during the HLO
has been found as 750. However, it has subsequently been
found that an area with a population of 200 within the village
has been left out during the HLO. In that case, two sub-blocks
may be formed keeping the instructions of Circular 21 in mind
such that the expected workload of each area during
population enumeration remains more or less similar.
b. The left out area does not fall inside the boundaries of any
House-listing Block: This is a rare case. However, if found, a
new EB number is to be allotted such that the number is in
continuation of the highest HLB number given inside the
Charge. For example, an entire village has been left out during
the House-listing operations. There were 245 HLBs in that
Charge during the HLO. Now, the EB number of this left out
village will be 246, 247, etc. depending on the population of the
village. Care should be taken to show the newly created EB
No.s 246, 247, etc. properly in the Charge Map, Charge
register, both the Supervisory Booklets and Supervisory Circle
Maps.

No. Enumeration of houseless households will be done at a time
very near to the census moment. Hence, revisional round is not
required for the houseless.

Yes. If some error is detected, the line may be deleted and copied
in the next available blank row (say at serial no. 006). Care should

while doing this exercise, so that information for a person is written
against same serial number (here, 006) on both the sides.

One blank Schedule should be filled with location particulars and on
the top of the Schedule, it should be clearly written as ‘No

i) One copy of enumerator’s abstract and Household
Schedules
ii) Layout map showing boundary of village,

than 100 households have been missed
during the HLO, how is it possible to carve

If it is found that a part of a HLB was entirely left out during HLO,
sub-blocks may be appropriately formed so that the enumerator’s
workload does not exceed a population of 800. However, each
enumerator must cover the entire area allotted to her/ him
irrespective of the population enumerated in the allotted area.

N.
In section 3 of AHL at page 144 , 2
examples of new building have been
given. In the remarks column, new building
is mentioned against serial no. 64 but not
against serial no. 66.

Note that the HLB number is to be written in 4 digits, both

HLB number, in 4-digits, has already been written in the Charge
Register.
In Section 3, HLB number and household number need not be
written and these columns are shaded in the AHL.
The serial number of households appearing in Section 3 will be
written in 3-digits and it will not be in 4 digits in any case.

P.In a Census house, one household has
moved out and in that place, two new

Please see situation 8. Here, the first household will be shown in
Section 2 and the next household will be shown in Section 3. This is
due to the reason that we have one household replaced by another
(partly) and one more household for which we have to allot a fresh
serial number of household.

In situation 3, the entire household has been changed. In situation
5, due to some reason, the Head listed during HLO is no longer the
head of the household, i.e., the household has not changed as
such. Hence, the remark in Col. 10 of Section 2, AHL is important to
distinguish between the two situations.

unmarried children, how do we write?
|
|
|
We have to first find the Head of the household (say Rekha). Then
Rekha will appear in serial no. 001. The unmarried children of
Rekha will be listed then in descending order of age. Then Keka’s
name will be written followed by the names of her unmarried
children in descending order of age.

|
V. During tabulation of HH4, it was found that
in one household, the relationships were
Head, wife, son, son’s wife, son’s wife.
From this it is not clear whether it is wife of
same son or wife of another son.

If one son (say Ramu) has more than one wife, enumerated in
same household, write son (Ramu)’s wife and son (Ramu)’s wife
against both the wives to clearly distinguish these rare situations.

W. If parents have come to a household, will
they be recorded as visitor?
|
|
|
If the mother/ father is a normal resident of the daughter/ son’s
household, the relationship will be recorded as mother/ wife’s
mother, etc. However, if the mother/ father are normal residents at
some other place but she/he/they have come to the daughter/ son’s
house and are eligible to be enumerated there as a visitor, then the
relationship will be written as ‘visitor’. Please read paragraph 6.30
which states that if visitors are enumerated in a household, the
relationship is to be recorded as ‘visitor’.
For census purposes, a Visitor may be a related or un-related
person.

X. If there is dispute in writing of Sex code for
’Other’, what to do?

It is the respondent’s choice to record the sex code of some
person enumerated in that household as ‘Other’. The enumerator
will intimate about this option during rapport building. The question
of entering into dispute does not arise.

‘—‘. Otherwise, the age at first marriage of each person will be
recorded.

considered since services rendered to members of the same
household do not qualify as an economic activity. If the PG is from
a different household, then it will be considered as work.

If the 2 are not regularly employed, it will be HHI. Usually, more
than 80% of the informal non-agricultural enterprises work with 4 or
less workers, including unpaid family workers.

It also includes repairing industries. Please see Paragraph 6.127 (ii)
in this regard.

For persons engaged in more than one economic activity, first
decide the economic activity in which she/he is engaged for more
days within the reference period (Para 6.124). Depending on this,
the type of economic activity will be decided in Q. 16.
For a person engaged in only one activity, i.e., owning land which is
cultivated by another person, the different possibilities are
described below:
i) The owner supervises cultivation : She/ he is a cultivator
ii) The owner receives a share of crop: She/ he is cultivator
iii) The owner receives a fixed sum irrespective of the outcome:
Owner will be considered as a rentier, which is a non-economic
activity.
